Real Estate:
In 2002 Sheikh Mohammed Bin Rashid Al Maktoum, ruler of Dubai announced that foreigners could buy and sell property in designated Freehold Areas. Originally this was under lease hold but was then changed to ownership.
As well as Freehold areas, there are now several Free Zone areas, which offer amongst other benefits, total foreign ownership of a company with no need to take a local partner.
